* This position offers a Trainee Status at an hourly pay rate of $19.23; candidate must meet the minimum qualifications within one (1) year of hire date.


37.5-hour work week

* Please note, this position is eligible for an Alternative, Flexible, or In-State Remote-Hybrid schedule upon completion of an in-office training period. This position is not fully remote.


The State of New Hampshire, Employment Security, Employment Services Bureau has a full-time vacancy for an Interviewer I (Disabled Veterans Outreach Program).

SUMMARY : To provide programmatic expertise for a full range of unemployment insurance and employment services at New Hampshire Employment Security Local Offices. To provide assistance to unemployed and employed individuals in order to determine eligibility for unemployment compensation benefits and concurrently assist these individuals in obtaining suitable employment. To provide outreach services to employers, agencies and the general public.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS

INTERVIEWER I (DVOP) :


Education : Bachelor’s degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience : Six months to one year of experience as an Interviewer Trainee; OR one year in an investigative field associated with an insurance claims office, law office, job placement specialist or related field work. Each additional year of approved work experience may be substituted for one year of required formal education. Applicants who are substituting experience for the Bachelor’s degree may use positions such as Clerk Interviewer, Case Technician, Case Aide, Tax Forms Examiner, Executive Secretary, or other responsibilities at the level of the positions mentioned. For positions outside of state government, acceptable experience will be in jobs such as Personnel Assistant, Claims Examiner or Auditor, Bank Teller, Administrative Assistant, Teacher Assistant, Assistant Store Manager or in a related type of position at the same or higher responsibility level.

License/Certification : Valid New Hampshire driver’s license and/or have access to transportation for use in statewide travel.

SPECIAL REQUIREMENTS : The probationary period for Interviewer Trainee will continue until the incumbent meets the following criteria:

  • Certification by Manager after at least six months of employment that employee meets expectation of job accountabilities and/or has received cross training, OR
  • Possession of the equivalent of a Bachelor's degree and one year of related work experience.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position . Upon successful completion of above criteria, the Interviewer Trainee may be eligible for promotion to Interviewer I.

ADDITIONAL SPECIAL REQUIREMENTS: DISABLED VETERANS’ OUTREACH PROGRAM

  • Each Disabled Veterans’ Outreach Program Interviewer I/Interviewer Trainee shall be a veteran with preference in such appointments given first to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, then to qualified eligible persons as defined by Title 38, USC Chap. 41, Section 4101 (5).
  • The Disabled Veterans’ Outreach Program Interviewer I/Interviewer Trainee will only perform the duties as prescribed by Title 38, USC, Chap. 41, Section 4103A, and the most recent program guidance issued by USDOL VETS.

RESPONSIBILITIES :


Interviews, classifies, and registers individuals for work in order to refer and place them in suitable employment or to facilitate re-employment through skills assessment and evaluation to assist job seekers in determining career goals; and determination of eligibility of job seekers for appropriate educational or training programs to meet individual vocational goals and employer labor market needs. Assesses job applicant’s employability and assists in appropriate referrals to counselors for counseling services. Establishes eligibility and prepares documentation required in special federal and state programs as well as other programs in order to help applicants obtain employment.

Interviews unemployment compensation claimants and completes forms necessary to establish a claim for benefits. Enters data from completed forms and interviewer responses into automated benefit payment system. Performs all functions relative to the taking and processing of initial, additional, reopen and continued claims for unemployment compensation, including but not limited to entering claims, reviewing work history and wage records, determining attachment to the labor market, charges and proper payment.

Answers and responds to telephone, electronic and in person inquiries from customers to explain and interpret program guidelines and to ensure equitable delivery of services, including those customers with concerns.

Conducts fact finding with all interested parties on issues of eligibility to obtain information needed to make correct decisions in order to adjudicate issues for customers on initial and continued claims involving non-separation issues, authorizing or denying the payment of unemployment compensation benefits. Processes claims for unemployment compensation benefits, when workload demands, in order to relieve a backlog in the Benefit Adjudication Unit, and to ensure the timely payment of claims, as required.

Performs case management of job orders by soliciting, receiving and validating job orders from employers. Searches computerized files for qualified job seekers to match them with the job openings. Provides weekly report to staff on information received from employers on job needs.

Coordinates employer services through personal visits and/or telephone contacts and develops with employers and community organizations a labor exchange between job seekers and the employing community and to inform and educate local area employers on the programs and services available through NHES.

Enters applicant and employer information, including services, into the agency’s computerized network in order to crossmatch applicants with employer job openings and meet federal requirements.

Presents informational seminars and workshops for groups of individuals to provide information and essential job search techniques for the purpose of assisting individuals in obtaining employment.

Conducts periodic interviews with claimants to assess their continued efforts to obtain work, provide guidance to those who need to improve their efforts, and identify whether any eligibility issues have arisen that might affect their continued receipt of benefits.

Provides information or completes reports for programs as required for Agency, State and Federal reporting.
