The Bureau of Street Use and Mapping (BSM)  ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way. The bureau also collaborates on the development and execution of citywide initiatives to help businesses thrive and to activate shared public spaces. In addition, the bureau provides surveying services and maintains the official map of the City and County of San Francisco.

Public Works currently has a vacancy for a Street Inspection Supervisor (6232) within the Bureau of Street Use and Mapping - Inspections and Enforcement unit.

Job Description



Under general direction, as a Street Inspection Supervisor, you will manage personnel engaged in the inspection of streets, sidewalks, repair projects that involve the public right-of-way, and utility excavation sites for compliance with the San Francisco Public Works Code and Departmental directives. You will also work in the swing shift with core work hours between 12:00 pm and 9:00 pm and your primary focus of this role will be on interagency sidewalk vendor enforcement.

Important and Essential Duties:

As a Street Inspection Supervisor, your duties may include but are not limited to the following:

  • Supervising first-line supervisors by planning, organizing, assigning, directing, and evaluating the work of senior staff in inspection sections who are engaged in the street, sidewalk, repair project, and utility excavation inspection activities.
  • Ensuring compliance with codes, permit conditions, plans, and specifications, and securing compliance with the Americans with Disabilities Act and California Title 24, and notifying responsible parties of the need to ensure proper permitting to vend goods, repair sidewalks, maintain structures, or undertake certain actions to resolve identified areas of non-compliance. 
  • Initiating, evaluating, developing, writing, implementing, and maintaining standards, methods, policies, forms, and procedures for permit review and inspection teams.
  • Scheduling and participating in employee job and safety training by conducting training sessions or arranging for training of staff.
  • Representing the Department in legal matters such as assisting the City Attorney with liability claims filed against the City; providing depositions or testifying in court as an expert witness; testifying before legislative bodies; and recommending revocation of permits.
  • Representing the Department at Boards, Commissions, community meetings, and public hearings.
  • Responding to or reviewing responses to inquiries, complaints, and claims; imparting information regarding codes, permits, ordinances, and regulations; resolving issues and taking corrective action.
  • Using a computer to write and generate reports, meeting and hearing documentation, performance appraisals, and correspondence.
  • Monitoring and projecting expenditures to assist with the preparation of the Bureau's budget.
  • May administer contracts for street, sidewalk, and utility trench improvement work.
  • Operating a motor vehicle to attend meetings or travel to a job site.

Experience and Training :
Two (2) years of supervisory experience in street inspection activities, or in the construction trades related to right-of-way maintenance with responsibility for quality assurance and safety code compliance.

License:
Possession and maintenance of a valid class C driver's license.

  • Ability to de-escalate situations and work as a team.
  • Knowledge of public right of way such as public sidewalks and streets within San Francisco.
  • Knowledge of street vending program in San Francisco.
  • Experience in performing street and sidewalk work, such as excavating, demo and rough, and finishing concrete.
  • Knowledge of sidewalk accessibility and ADA requirements, and safe job site setup.
  • Knowledge of safety measures when working in public right of way and/or worksites.
  • Familiarity and/or comfort working on the streets of San Francisco and interacting with member of the public while performing job duties.
  • Fluency in Spanish.

Note:  One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
