Public Works currently has multiple vacancies for the Street Inspector (6230) within the Bureau of Street Use and Mapping - Inspections and Enforcement unit.

The Bureau of Street Use and Mapping (BSM)  ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way. The bureau also collaborates on the development and execution of citywide initiatives to help businesses thrive and to activate shared public spaces. In addition, the bureau provides surveying services and maintains the official map of the City and County of San Francisco.

Working Conditions:
The nature of the work will require exposure to inclement weather conditions and will require exposure to hazardous materials and/or conditions found on construction sites and in an urban environment. You will work in Swing Shift with core work hours between 12:00 p.m. and 9:00 p.m. Work on nights, weekends and/or holidays may be required.

Job Description



Under general supervision, as a Street Inspector, you will inspect and regulate the use, condition, and construction of streets, sidewalks, trench excavations, and other construction-related activities to ensure compliance with Federal, State, and Municipal codes, specifications, regulations, and permit conditions. You will also perform inspections and enforce municipal code provisions governing the commercial use and occupancy of the public rights of way, including the performance of inspections involving the regulation of sidewalk vendors, mobile food facilities, Shared Spaces, and other community-based elements of occupancy. You may also inspect building exteriors and lots visible from the public right of way that may constitute a public nuisance. You will focus on interagency sidewalk vendor enforcement.

Important and Essential Duties:
Your duties as a Street Inspector may include, but are not limited to the following:

  • Enforcing codes, regulations, and ordinances and notifying responsible parties of the need to repair sidewalks, maintain structures, or undertake certain actions to resolve identified areas of non-compliance.
  • Performing inspections of streets, sidewalks, trench excavations, and utility repair projects.
  • Inspecting general conditions or defects on streets and sidewalks.
  • Inspecting permit use for obstructions such as news racks, flower stands, restaurant furniture encroachments, produce stands, building construction, or other obstructions to paths of travel, especially regarding compliance with the Americans with Disabilities Act (ADA) and Title 24.
  • Inspecting excavation sites, sewer projects, and utility companies to ensure that proper shoring practices and traffic and pedestrian safety procedures are followed.
  • Inspecting private and public property, identifying violations, and enforcing/issuing Notice of Violations/Blights under applicable municipal codes and ordinances.
  • Inspecting the placement of signs, flyers, or notices within the public right of way.
  • Inspecting private elements of occupancy that encroach on the public right of way.
  • Reading and interpreting permits, plans, and specifications to determine if the condition and use of street, sidewalk, excavation, or repairing projects follow applicable codes, regulations, ordinances, and permit conditions.
  • Investigating requests, inquiries, and claims related to the condition of the public right of way, encroachment, permit use, appearance/condition of buildings, structures, or lots, and public safety.
  • Communicating with contractors, utility company representatives, property owners, permit holders, business owners, other City agencies, and the public to resolve concerns and address identified areas of non-compliance.
  • Performing commercial inspections and enforcing codes and regulations in association with the implementation and administration of Sidewalk Vending, Shared Spaces, Love Our Neighborhood, Mobile Food Facility, Display Merchandise, Tables & Chairs, and similar.
  • Providing depositions and testimony in court proceedings as a city representative.
  • Performing mathematical calculations including percentage, slope, area, and volume related to construction, maps, plans, and drawings.
  • Operating a motor vehicle in the course of your work duties.
  • Using electronic devices, such as computers, tablets, or smartphones.

Qualifications



Minimum

Qualifications

Experience:

Three (3) years of experience in construction related to streets, roadways, and sidewalks;

OR

Three (3) years of experience in code enforcement affecting the public right of way;

OR

Three (3) years of experience in permit issuance; 

OR

Three (3) years of experience in construction materials testing;

OR

Three (3) years of experience in plan checking related to construction, maintenance, or use of the public right of way.

AND

License:  
Possession of a valid California Class C driver’s license.

Substitution:
Completion of the City and County of San Francisco 6229 Street Inspector Trainee Program may be substituted for the required experience.

Note:  One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

  • Familiarity and/or comfort working on the streets of San Francisco and interacting with member of the public while performing job duties.
